The diagnostic: work from the bottom of the funnel up

Do not touch traffic until you have fixed close rate, follow-up, and conversion. Adding traffic to a leaky bucket just wastes money faster. Start with the last 30 leads: how many booked? Of the booked, how many closed? What was the average job value? If those numbers are wrong, no marketing channel can save you.

Once the bottom of the funnel is solid, look at the website. Does the phone number tap-to-call on mobile? Does the form have three fields or thirteen? Is there a reason to call today or just a generic 'contact us'?

Only then do you evaluate paid, SEO, GBP, and email — in that order of speed to result.
